In plain English

S. 1318, introduced by Sen. Amy Klobuchar (D-MN), makes it a federal crime to intimidate, threaten, coerce, or harass election workers or officials with intent to interfere with their duties or retaliate against them, and expands existing intimidation prohibitions to cover ballot processing and vote tabulation and certification. The bill prohibits public disclosure of personal information about election officials, poll workers, or election volunteers in connection with federal elections, and authorizes election officials to remove poll observers who interfere with or disrupt election administration. It directs the Election Assistance Commission to award grants to states and local governments for recruiting and training poll workers and election volunteers, and for providing physical security services and social media threat monitoring for election workers. The bill also requires the Department of Justice to provide law enforcement and federal prosecutors with training on addressing threats to election workers and to establish a grant program supporting efforts to prevent disclosure of election workers' personally identifiable information.
