National Oceanic and Atmospheric Administration Sexual Harassment and Assault Prevention Improvements Act of 2025
Rep. Suzanne Bonamici (D-OR) sponsored this bill to expand sexual harassment and assault prevention requirements at the National Oceanic and Atmospheric Administration (NOAA). The bill extends NOAA's harassment policy to observers, at-sea monitors, and regional fishery management council members; removes the requirement that harassment or assault be forcible to be unlawful; prohibits people convicted of certain sexual offenses from enlisting or being commissioned by NOAA; and requires NOAA's Office of Marine and Aviation Operations to report to the Coast Guard the names of personnel involved in sexual harassment or assault claims along with incident details. The bill also directs NOAA to establish a confidential restricted reporting system allowing employees to report incidents without automatically triggering an investigation and to expand annual reporting on sexual harassment, assault, and equal employment matters.
