Russell Fry [R-SC] sponsored this bill to expand which people can be subject to national criminal background checks by businesses and organizations that serve children, elderly people, or individuals with disabilities. The bill allows these organizations to request background checks for contractors and employees of contractors, as well as for individuals the organizations license or certify to provide care—categories that were removed from federal law in 2018. The House Committee on Education and the Workforce approved an amended version unanimously on July 15, 2026.
