Companies holding export licenses must report to Commerce if they learn a chip has been diverted from its intended location or tampered with. Commerce must assess whether additional security measures are needed and, if so, require those mechanisms on covered products before export; the department must also conduct assessments of new security mechanisms and report findings to Congress within two years of enactment and annually for three years thereafter. The bill authorizes Commerce to verify ownership and location of exported chips and enforce these requirements.
