The bill directs the U.S. Department of Agriculture to establish an Emergency Relief Program that makes annual payments to farmers and producers who suffer crop losses from disasters including drought, wildfire, hurricane, flood, derecho, excessive heat, excessive moisture, winter storms, and freeze events. Eligible losses also include inability to plant due to disaster and crop quality damage from disaster or wildfire smoke. Producers must purchase federal crop insurance or noninsured crop disaster assistance coverage for the two years following a loss to receive payments. Rep.
