Claiming Age Clarity Act
The bill requires the Social Security Administration to change the terminology it uses when describing when workers can claim retirement benefits. It mandates using "minimum monthly benefit age" instead of "early eligibility age" for age 62, "standard monthly benefit age" instead of "full retirement age" or "normal retirement age" for the age at which benefits are paid without reduction, and "maximum monthly benefit age" instead of "delayed retirement credit" for age 70. The bill also prohibits the SSA from using the term "delayed retirement credit" when referring to benefit increases for workers who delay claiming after reaching standard monthly benefit age. Rep. Lloyd Smucker (R-PA) sponsored the bill, which passed the Senate by unanimous consent on September 29, 2026.
