In plain English
H.R. 5727 requires federal law enforcement agencies to adopt and maintain policies and procedures to eliminate racial profiling, including training programs, data collection, and complaint procedures. State, local, and tribal law enforcement agencies must establish the same policies and procedures to remain eligible for certain federal grant funding, including Edward Byrne Memorial Justice Assistance Grants and Community Oriented Policing Services grants. The Department of Justice and affected individuals can bring civil lawsuits to enforce compliance with these requirements. Rep. Steve Cohen (D-TN) introduced the bill on October 10, 2025.
