Sen. Patty Murray (D-WA) introduced this bill to let Purple Heart recipients who served after September 11, 2001 transfer up to 36 months of unused Post-9/11 GI Bill educational benefits to a spouse or child. Purple Heart recipients can modify or revoke transferred benefits at any time, and transferred entitlements cannot be treated as marital property in divorce proceedings or affected by the recipient's death. If educational assistance is overpaid, both the Purple Heart recipient and the person who received the transferred benefits are jointly responsible for repaying the overpayment. The bill requires the VA and Department of Defense to coordinate on processing these transfers.
