Individuals without photo ID may cast a provisional ballot, but it counts only if they provide the required ID or a religious objection affidavit within three days. For voting methods other than in-person voting, voters must submit a copy of their photo ID or provide their last four Social Security number digits with an affidavit stating they cannot obtain ID after reasonable efforts, with exemptions for overseas military voters and certain disabled or elderly voters.
